XXIII GOODWILL SWIM MEET
August 18-20, 2017
SUMMONS

1. INVITED COUNTRIES:
The GUYANA AMATEUR SWIMMING ASSOCIATION (GASA) cordially invites the National Swimming Federations of Suriname, St. Lucia, Barbados, and Trinidad &Tobago to celebrate the XXIII Annual Goodwill Swim Meet 2017 in the Republic of Guyana.
As host country, Guyana has extended an invitation to the National Swimming Federation of Grenada and the National Swimming Federation of Bahamas to be the guest team for the 2017 Goodwill Swim Meet.

2. COMPETITION DATES:
The schedule for this competition shall be as follows
 Arrival of teams – Thursday August 17
 Technical Meeting – Thursday August 17; 7:00pm
 Opening ceremony – Friday August 18
 Competition Dates – Friday August 18 – Sunday August 20
 Closing Ceremony and Gala Dinner – Sunday August 20
 Departure of teams – Monday August 21

3. COURSE:
Goodwill 2017 will be held at the National Aquatic Centre, Liliendaal, East Coast Demerara. This is a 50metre (50m), ten (10) lane facility with no electronic timing equipment (Time system subject to change).

4. REGISTRATION AND ENTRIES:
4.1. PRELIMINARY ENTRIES
The Preliminary Entry Form (page 7 below) must be emailed to the Honorary Secretary of GASA by Friday, June 30, 2017, bearing the signature of the President or Secretary and the affixed stamp of the National Federation.
4.2. FINAL ENTRIES
Final Entries must be submitted by Friday July 28, 2017 in Hy-Tek Format. The Hy-Tek entry file will be emailed to your Federation on receipt of the preliminary entry form.

4.3. REGISTRATION
Each delegation must submit a letter of sanction from its National Federation to the Meet Director, indicating that participating swimmers are in good standing and registered with the Federation and the Country sanctioning their participation.

5. COMPETITION RULES:
 All heats will be timed finals
 FINA rules 2013-2017 shall be in effect at the time of the competition and shall apply.
 False Start FINA rule “SW 4.4” will be in effect: NO FALSE STARTS
 If necessary starts will be ‘over the top’ in the freestyle, breaststroke and butterfly events
 Swimmers are required to be in the marshalling area within 3 minutes of their event
 Warm up times and lanes will be allocated to each team at the Technical Meeting

6. PROTESTS:
The Organising Committee of the Goodwill Meet 2017 and the Jury of Appeal shall have complete Authority to answer and resolve any interpretation, resolution and call relating to the Goodwill Swim Meet 2017. Nominations for the Jury of Appeal should be submitted at the Technical Meeting on Thursday, August 17, 2017.
All protests to the Referee’s decision must be submitted to the Referee in writing within thirty (30) minutes after the event, signed by the Delegation’s Leader and accompanied by a fee of US$ 25.00. If the protest is upheld the fee will be returned to the Delegation’s Official.
All protests rejected by the Referee shall be referred to the Jury of Appeal. The decision of the Jury of Appeal shall be final.

7. ELEGIBILITY:
 All Competitors must either be citizens or residents of the country they are seeking to represent.
 Naturalised citizens and residents must have resided in that country for at least 12 months prior to the competition. Proof of residency which may be in the form of a sanctioned letter from swim clubs or the athlete’s attending school must be submitted at the Technical Meeting.
 Age Groups: 8 & Under, 9-10, 11-12, 13-14, 15-17
 The age of the swimmer on December 31, 2016 shall determine the age group in which s/he is eligible to compete. Proof of age of swimmers must be submitted at the Technical Meeting.
 Swimmers who participated in the CARIFTA, CISC, CONSANAT Swimming Championships or higher competitions during 2017 are not eligible to compete, with the exception of swimmers from the National Federation of Guyana, as decided by the 2009 Congress.

8. ENTRY RULES:
 Each federation may register a maximum of four (4) swimmers per sex, per age group, up to a maximum total of forty (40) athletes.
 Each Federation may enter a maximum of three (3) swimmers per event; all of which are eligible for medals, but only two (2) will score points.
 There is no limit to the number of events in which a swimmer can participate.

9. TEAM OFFICIALS:
Each National Federation may send the following number of officials based on the following number of swimmers comprising the team:

10. MEET OFFICIALS
Participating Federations will be invited to provide meet officials. A subsequent email will be sent to all Federations with an electronic sign-up form for interested officials, timers and deck personnel to sign up individually.

11. AWARDS
 Medals will be awarded to the first, second and third place finishers in each event
 Trophies will be awarded to the male and female gaining the most points in each age group
 The Championship Trophy will be awarded to the team amassing the highest total points
 Points will be allocated as follows:

12. MEET SCHEDULE:
 The Technical Meeting will be held on Thursday August 17, 7:00pm
 The pool will be available for warm-up 90 minutes prior to the start of competition
 The Opening Ceremony will be held Friday August 18, 6:00pm
 A Closing Ceremony and Gala Dinner will be held Sunday August 21 from 7:00pm

14. FLAGS AND ANTHEMS
Each Delegation shall provide:
 Two (2) country flags no larger than 4×6 ft
 A compact disc with the short and long version of the National Anthem

15. FEES:
In accordance with the decision made at the Congress meeting 2013 in Barbados each member of the official delegation shall pay US$55.00 per night – (US$220) per person for the period August 17-21 2017), based upon 4 persons per room; meals and transportation inclusive.
This offer is valid only for the stipulated period.

Dinner will be available on the evening of Thursday, August 17th, breakfast, lunch and dinner from Friday, August 18th to Sunday, August 20th and Breakfast on Monday, August 21st. Fees shall be paid in United States Dollars in cash, travellers’ cheques or bank draft.
16. CULTURAL PRESENTATION & GIFT EXCHANGE
There will be a Cultural Presentation and Gift Exchange at the closing Ceremony.
SUPPORTERS:
The Organising Committee will be arranging a Supporters’ Package which will include accommodation, transportation, tickets to the three days of competition, daily meet programme and access to the Closing Ceremony & Dinner.
